Taiwan‘s Housing System: The Crises Under Free Market and Commodification

Abstract: Taiwan’s housing system is built upon the principles of a free market system. Housing policies have been geared towards increasing homeownership. The public housing constructed by the government is primarily for sale and the methods of intervention have enhanced the commodification of housing. Under this policy arrangement, Taiwan’s housing system has a unique combination of high homeownership rates, high housing prices and high vacancy rates. This paper uses political economist analysis to explore the development of public housing policies
and the housing problems in Taiwan. The paper also deals with the rise of social housing movement since 2010.

Spatial Planning and Participation: The Case of Xizhou Amis Community Participatory Planning and Design in Metropolitan Taipei

Abstract: Planning is a social product, thus community participation is a crucial dimension of social will. This paper focuses on the evolution of spatial planning, the shaping and practice of community participation in professional planning
process, and their social conditions within the historical and political context of Taiwan. Moreover, the author tries to examine the roles and the processes of the local community participation in spatial planning in different historical periods. This paper also introduces the ongoing rehabitation planning of indigenous Amis Xizhou tribe in Taipei metropolitan region to reveal the role of local people in community participating and spatial planning.

Financialization, Urban Planning and Double Movement: Exploring the Conflicts of“ Urban Renewal, Taipei Style”

Abstract: This paper aims to explore the historical constructions and spatial confliction in Taipei’s urban redevelopment regime built upon the plot ratio subsidization from the perspective of financialization and double movement. We found the pro-growth regime created the fictitious rights system of surplus plot value as the leverage to facilitate the real estate investment. However, in achieving the profit rate and efficiency, the regime is lacking of the required institutional embeddedness and accountability for governing the urban redevelopment, resulted in the forced financialization of homestead during the process. The urban social movement upraised to protest against the redevelopment regime through the explosive anti-eviction movement of Wang Family. We argue that the double movement of social self-protection is taking place within this urban process to re-embed the financializing urban development back to the societal embeddedness.

Comparing Strategic Planning Across the Taiwan Straits

Abstract: This paper compares the generation and evolution of spatial strategic planning cross-strait in institutional perspective. Both of them evolved from the incapability of master plan in fast changing period: the economic globalization and tax sharing reform in the main-land and the democratization in Taiwan. The orientation is different that the strategic planning is facing severe competition of local economy and paradigm challenge in a practical world in the main-land while it is involved in refreshing local identities and planners have to build communicative processes for varied values in Taiwan. After the 18th NCCPC, as “Five-in-One” reveals a trend of possibility of diversifying administrative governance and developmental pathways, various desire and benefit of various actors ought to be recognized, thus blooming of diversified planning paradigms are expected to emerge. On this concern of the coming diversification of strategic planning in the main-land, this paper attempts to provide a reflection and prospect via Taiwan‘s experience.

Comparative Study on the Development of Urban-rural Fringe Between China and Western Countries

Abstract: The urban-rural fringe is not only a transition zone between city and country, it has formed its unique landscape and development characteristics. Both in China and western counties, the urban-rural fringe is a kind of area filled with contradictions, but it is great different in the spatial distribution, development features and functions, formation and development mechanism as well as the problems and countermeasures. Generally speaking, the urban-rural fringes in China are confronted with more complex and grievous troubles. Drawing lessons from western countries and considering the individual situation of our country, the paper presents some advices on the rebuilding and regulation of urban-rural fringe.

A Review and Reflection of Overseas Urban China Researches

Abstract: The role of urban china research has been the subject of popular topic in recent urban studies overseas. This paper examines the academic research on urban China. It begins with a discussion of the background and overview of main research fields about urban China research. It is argued that although current overseas studies on urban China have improved Chinese relative research theories and methods, they have their own drawbacks. This paper proposes the further considerations: the context of China studies and right to have a voice in the international research field, the cooperation between civil and abroad scholars and the practicality of the abroad research, which aim to sustain the urban China studies.

Research on American Experience of Controlling Sprawl

Abstract: From the later 1990s, the academic circle and governments of America have paid close attention to the problems of sprawl. Various policies focused on controlling sprawl were implemented by governments of different levels. The detailed method included comprehensive utilization of financial incentives, planning controlling, taxation, special fee and etc. For the same purpose, urbanized area, urbanizing area, agriculture and rural area were controlled separately. In the whole policy framework, there exists complete system to predict
and evaluate the effectiveness, efficiency, equity and feasibility of policies. The intensive land use policies of China could be compared with policies of controlling sprawl in America. The comparison is expected to push the innovation progress which includes values, technical methods, content and procedure of policies.

Analysis of Shanghai Metropolitan Function Multicenter from the Perspective of Finance

Abstract: When it comes into the post-industrial era, the function connotation of metropolitan multicenter has been changed substantially that from the homogeneous consumer services as leading function, shift to the division of
production services as the leading function. The purpose of this study is to discuss the phenomenon of metropolitan multicenter division and its effect mechanism from the perspective of finance. The research method is the empirical analysis, and taking Shanghai as a case study. In the part of phenomenon analysis, through the anatomy of financial services production chain, four types of financial function which can be separated and agglomerated in metropolitan are pointed out: management decision-making, production innovation, service and technical support. In the part of the mechanism discussion, it points out that the financial deepening division of labor is the basic power of formation and development of multicenter phenomenon. And the financial policy, manufacturing industry of city shifted and agglomeration in suburbs and historical factors also plays very important roles in the multicenter forming process.

The Application of Urban Environmental and Climatic Information in German Urban Planning and the Inspirations for China

Abstract: More and more people have kept concerning on climate change and global warming recently. Urban planner is facing a big challenge to create a livable urban environment for adapting climate change. Germany has carried
out the relevant climatic application study and practice since the 1970s. and now it leads a pioneer position in the field of applying climatic information into urban planning and development. This paper firstly introduces the selected case studies on urban environmental and climatic application of German cities, secondly it explores the key methodology of Urban Climatic Map and its application in urban planning. Furthermore, the advantages and limitations of Urban Climatic Map studies are discussed. This paper provides research experiences, which could be adopted in recent China fast urbanization.

The Development and Management of National Scenic Trails for America: Take Appalachian National Scenic Trail for Example

Abstract: Trail is a vital component of outdoor recreational resources. The construction of National Trails Systems has been attached great importance by many countries (regions) since the 1930s, especially the 1950s, and has been received strong support and broad recognition from the local governments and the domestic community. For this reason, many countries (regions) have established their own National Trails System, which has become a kind of important outdoor recreation facilities. Under the guidance of National Trail System Act, American has built the world’s most comprehensive National Trails System. This essay expounds the function, effect, history of the National Trail System, review the origin and development of National Trail System of the world, analysis the construction and management of American’s National Trail System, and discusses the Appalachian National Scenic Trail from the perspective of development and management .In the end of this paper, it will make a suggestion to the China’s national trails system construction as well.
