Quality of Life Oriented Urban Planning: The Significance and Characteristics

Abstract: In accordance with the “peopleoriented“ development concept, human development and enhancement of quality of life are keys to its implementation. Quality of life is related to a wide range of aspects of social life. Therefore, to construct a quality-of-life indicator system that reflects its multi-dimensional characteristics will provide significant guidance on urban planning. Quality-of-life oriented urban planning is aimed to improve the well-being and sustainability of society. It emphasizes the real needs of the grassroot class, more focus on social
quality, attention to the differences in different groups, and in-depth social participation.

Research on Basic Public Service‘ s Policy Main Points and Space Model of Performance Evaluation: Based on Empirical Construction Under the Perspective of Government Subject

Abstract: Along with the new stage of urbanization in our country, the central work of government at all levels gradually turned from economic construction to social care, the degree of public service supply has become the important factor which affect the quality of city life. In view of the important position of “policy guidance“ and “assessment constraint“ in China‘s social management system, by combing five aspects of policy content from advanced countries or regions in the world, including legislation, financial supply, population as a whole, government and society cooperation, hierarchy system, this paper illustrates the enlightenment of basic public
service to our country’s policy making. As for the lack of spatial thinking and method in the policy system, this paper constructs the evaluation model of space fairness and efficiency. Based on ArcGIS operation platform, using time cost accessibility and spatial autocorrelation arithmetic method, it analyses and evaluates the space fairness and efficiency of public service facilities in Nanjing Empirical area, puts forward government performance
evaluation model to promote “policy spatialization, racing to act“ and emphasizes the important role of planner in this field remains to highlight.

Public Appeal and Planning Decision: The Utilization Analysis of Public Facilities

Abstract: The Infrastructure and public service facilities are related to living standards, and they have direct relationships with the enhancement and improvement of living qualities. So the reasonable layout and decision is the pursuit target of planners and decision-makers. However, in fact, there are inconsistent of planning decision expectation and utilization results. In this paper, the author addresses the relationship of public appeal and planning decision based on the survey of public facilities. Firstly, the author demonstrates the results of three case studies. There are the traffic situation before and after the No. 2 subway operation, the utilization of Xi’an
municipal libraries as well as the layout and utilization of primary and middle schools. Then the author analyses the
inconsistent. There are planning decision expectation and utilization, the phases of public appeal and supply, and the planning code and realities. Thirdly, the author explores the logic of public appeal and urban planning decision. Finally, the ways of urban planning decision based on public appeal are put forward.

Sustainable Planning to Foster a Quality Living Environment of Public Housing: The Hong Kong Housing Authority‘s Experience

Abstract: The Hong Kong Housing Authority (HKHA) is a statutory body committed to providing affordable quality housing to people who cannot afford private housing. About 30% of the 7 million population in Hong Kong is living in public rental housing, and another 15% of the population are living in subsidized sale flats provided by HKHA. Currently, we have a stock of about 720 000 flats in our public rental estates. To meeting the rising demand for public housing flats, we are building an average of 15 000 new flats every year with a rolling 5-year programme. Although we are striving hard to meet the quantitative flat production target under severe land, community and environmental constraints, we have never set aside our established qualitative goals for sustainability, which include providing homes for safe, green and healthy living in harmonious communities, developing properties that are functional and cost-effective, environment-friendly and people-oriented.
Over the past decade, we have been progressively developing and implementing a series of new initiatives and tools in the planning and design stages so as to foster a quality living environment for our residents. Such footsteps are worth recording and sharing among the planning profession so that the lessons learnt can spur further improvements. This paper makes reference to HKHA’s experience of the initiatives adopted in the feasibility study stage, the conceptual layout planning stage and the scheme design stage. It covers how HKHA makes use of its sustainable planning and design approaches to keep pace with the rising public aspiration for quality living environment of public housing in Hong Kong. The HKHA also works closely with the local community to foster the concept of harmonious society. In short, our public housing programme has been the keystone to the stability and prosperity of Hong Kong, and an anchor of our public administration for more than half a century.

Review and Outlook of the Research on the Urban Population Carrying Capacity

Abstract: This literature review mainly focuses on the basic concept, impact factors, calculation methods, academic debates and future research outlook of the urban population carrying capacity. The results shows that, based on the idea of sustainable development, with the rapid progress of urbanization, the cross-disciplinary and comprehensive analysis on the urban population carrying capacity would be more and more emphasized, namely, from single element study in the past gradually shifting to the multiangle system research. Although existing research has made certain progress, the basic analysis theory and methodology system of the urban population carrying capacity is still in its infancy, and there is a long way to go in depth research, especially, more research on the practical issues should be focused.

An Overview of Researches on Street Form in the West with Micro Measure

Abstract: After an overview of studies on street form in the west with micro measure since the second half of the 20th century, contributions and the theoretical framework of related researches are interpreted in a comprehensive way. According to their research intentions and strategies, related literatures are classified into four groups, including motivation, perception and evaluation, cognition and description, normative and prescription. Different points of views and research methods are compared and analyzed. It is believed that the building up of research framework on street form is significant for developing the theories of urban morphology in China.

Progress of Research on Bicycle Travel Behavior and Decisions

Abstract: In the context of advocating sustainable and low-carbon development, more and more cities in China start building public bike systems (PBS). Domestic researches on PBS are currently in a primitive stage with most of the studies focusing on the construction and operation of PBS. While in the West, research on PBS and private-owned bicycles has covered a wide range of topics, formed several mature research methodologies and applied the research outputs in the planning and design processes of bicycle systems incorporating information and communication technologies, especially on the aspects of bicycle travel behavior and decisions which have been extensively studied to reflect the operational effectiveness and mechanisms of bicycle systems. This paper reviews existing research literatures on bicycle travel behavior and decisions by summarizing the main experiences and findings about the construction and operation of bicycle systems, the basic characteristics of bicycle travel behavior, users’ decision-making of travel mode and route choice and introducing methods and models used for explaining behavior and decision-making, including choice models, revealed preference method, stated preference method, rating methods and GIS and GPS-based analytical methods, as well as applications in planning and designing bicycle systems. It is hoped that the paper will benefit the rising construction and research on PBS in China.

Accommodation of China‘s Industrial Heritage in Urban Conservation Practices

Abstract: In recent years, the conservation of industrial heritage in China has gained increasing attention within the broader context of urban conservation practices. For both policy-makers and scholars, accommodating this industrial heritage will emerge as a pertinent issue for consideration as a growing number of industrial architectural legacies dating from the Republican and Maoist eras come under (re)development pressures. This paper thus traces the development of industrial heritage conservation practices in China and discusses several dilemmas intrinsic to this type of conservation, including issues of authenticity, representativeness, and distinction. Based on comparative case studies from China and other international precedents, this paper also seeks to illustrate the different approaches that could be pursued while still attaining a balance between competing interests and claims.

Patterns and Inspiration of the Culture-led Urban Regeneration Overseas

Abstract: In response to Industrial restructuring and old city decline in post-industrial period, using cultural activities and culture industry to guide urban regeneration has become a core development strategy for local governments in developed countries or regions. Looking at the rise and development of culture-led regeneration of old cities worldwide, three patterns have emerged one after another: at first, constructing large-scale cultural flagship projects as catalyst for old city economic revival; next, attracting the creative class to settle down in order to develop local cultural and creative industries; the latest trend is emphasis on community activation and mobilizing public participation to promote the comprehensive development of declined communities. These three culture-led regeneration patterns may provide some useful enlightenments for the emerging culture planning and development path of urban regeneration in China.

The agricultural urbanism strategic system can be concluded on the basis of the research: to form local food system through technical integration, to form urban morphology with agriculture through spatial integration; to form multi-participatory mechanism through behavior integration.

Integration of Water and Land: The Ecological Concept of Land Reclamation in the Netherlands

Abstract: The beginning of human land reclamation can be traced to 13th century in the Netherlands, with one-fifth of its land obtained by reclamation. After the practice of reclamation for a long time, the land alteration has generated wide concern among the Dutch people over the ecological and landscape crises. To face this challenge, the Dutch government proposes to integrate water and land more effectively. This paper analyzes the policy shift in the Netherlands based on integrating water and land, and introduces its related efforts and measures, and then summarizes the successful experiences. The paper is expected to provide references for the
current development of land reclamation in China.

Research on the Construction of Indemnificatory Housing and Its Social-spatial Effects: Case Study of Typical Settlements in Nanjing

Abstract: At present, China‘s cities are vigorously accelerating the pace of building indemnificatory housing. However, not all of the construction modes could effectively solve the housing problem of lowincome people. This paper reveals the positive and negative effects of the construction of indemnificatory housing on the urban social space evolution based on the case study of Nanjing, rethinks the problems applying the space production theory, and puts forward recommendations through learning from international advanced experience.

GeoDesign: Concepts, Technology and Practices

Abstract: GeoDesign is a new concept in the field of planning and design. It aims to develop a design framework which can fully consider the relationship between design and environment. GeoDesign is becoming a popular topic in many international academic conferences and literatures, however less attention is paid to it in China. In this paper, a general review of the origin, concepts, research issues and practices of GeoDesign is presented. In this sense, conclusion is drawn that GeoDesign in China will confront with two main challenges: planning management and technology application. Finally, suggestions are given for its future development.

Reflections on the New Urbanism Movement in the U.S.

Abstract: The New Urbanism movement in the U.S. was launched in the 1980s, with the aims to combat with urban sprawl, promote social diversity, and improve neighborhood interaction through traditional urban design elements such as street connectivity, land use mixture, high density, multiple transportation choices and affordable housing. We evaluate the New Urbanism by testing if the movement has brought changes it promised to the urban landscape by summarizing findings from a variety of research projects, and found that there is a lack of interaction between physically good urban form and socially good form: neighborhoods with traditional urban features are not necessarily socially diverse or affordable.

Strategies of the Pedestrian Precincts Planning in the City Centres of Germany: Freiburg as Case Study

Abstract: Pedestrian precincts planning are alway seen as a part of shopping centre. This paper tries to refute the view with the lessons from German cities. Pedestrian precincts planning, as a vital urban planning strategy, should be integrated into the city centres and urban transport planning. Success of pedestrian precincts planning not only takes into account the good combination with preservation of city history, improvement of public spaces and commercial boom, but also depends on a series of sustainable green transport measures. Freiburg is an outstanding example of pedestrianization city that is already introducing the green transport system for the humanistic, ecological city centers.
