Comparing Strategic Planning Across the Taiwan Straits

Abstract:

This paper compares the generation and evolution of spatial strategic planning cross-strait in institutional perspective. Both of them evolved from the incapability of master plan in fast changing period: the economic globalization and tax sharing reform in the main-land and the democratization in Taiwan. The orientation is different that the strategic planning is facing severe competition of local economy and paradigm challenge in a practical world in the main-land while it is involved in refreshing local identities and planners have to build communicative processes for varied values in Taiwan. After the 18th NCCPC, as “Five-in-One” reveals a trend of possibility of diversifying administrative governance and developmental pathways, various desire and benefit of various actors ought to be recognized, thus blooming of diversified planning paradigms are expected to emerge. On this concern of the coming diversification of strategic planning in the main-land, this paper attempts to provide a reflection and prospect via Taiwan‘s experience.
