Public Appeal and Planning Decision: The Utilization Analysis of Public Facilities

Abstract:

The Infrastructure and public service facilities are related to living standards, and they have direct relationships with the enhancement and improvement of living qualities. So the reasonable layout and decision is the pursuit target of planners and decision-makers. However, in fact, there are inconsistent of planning decision expectation and utilization results. In this paper, the author addresses the relationship of public appeal and planning decision based on the survey of public facilities. Firstly, the author demonstrates the results of three case studies. There are the traffic situation before and after the No. 2 subway operation, the utilization of Xi’an
municipal libraries as well as the layout and utilization of primary and middle schools. Then the author analyses the
inconsistent. There are planning decision expectation and utilization, the phases of public appeal and supply, and the planning code and realities. Thirdly, the author explores the logic of public appeal and urban planning decision. Finally, the ways of urban planning decision based on public appeal are put forward.
