摘　要：

在经济高速发展但城乡风貌面临蜕化的大背景下，中国台湾地区于20世纪90年代起开始推行城乡风貌改造运动。在十余年的不懈推动中，“具本土文化风格、绿意盎然、适意美质的新家园”目标得以贯彻，城乡发展趋于均衡，地方精神不断凝聚，城乡风貌得到改善。本文对这一运动的目标、历程、制度、成效等进行了研究；结合大陆农村人居环境建设的实际情况，本文认为在加强县的主体地位、进行制度创新、激发民众热情、促进多方参与等方面，值得借鉴台湾地区的经验。

Abstract：

On the background of degenerating of townscape while high-speed developing of economy, Taiwan began to promote the “Townscape Reform Movement” since the 1990s. This paper focuses on the target, process, institutional arrangement and effect of the “movement”. Based on the research of Taiwan, this paper gives some advises on the construction of rural human settlement in mainland China as well.
