摘　要：

本文认为新型城镇化应是集空间、机制、路径于一体的系统性创新型城镇化。通过进一步剖析“全域城市化”概念的实践与理论意义，进而优化对这一概念的定义，本文提出全域城市化有潜力成为一种基于我国特定国情，在完整城市行政区域内统筹区域、城乡、城市化的传统性与当代性以及城市化的目标与机制的新型城镇化模式。之后，本文针对优化后的内涵建立了相应的评估体系，并针对大连进行了初步运用。

Abstract：

This paper starts with the viewpoint that the New Urbanization should involve systematic reform in terms of space, mechanism and implementation. It then investigates the practical and theoretical relevance of the concept of “Entire Territorial Urbanization” and refines its conceptualization. Based on this,
it argues that ETU could become a New Urbanization model for China, which is based on the ad hoc situation of the country, within an entire administrative territory, integrating different regions, the urban and the rural, traditional strengths and contemporary specificities of urbanization, and urbanization’s
goals and mechanisms. It finally proposes an evaluation index for ETU and tries to apply it in Dalian city region.
