摘　要：

文章通过对天津滨海新区文化艺术中心城市设计实践历时数年演变的回顾，深入剖析和反思了中国现有大型公共文化设施建设思路、运营管理模式的弊端及现有体制的局限，在深入分析国际潮流和先进经验的基础上寻求与其本土环境的融合，从城市设计的角度尝试创新思路，探索中国大型公共文化设施的全新建设模式和城市形态，力求在中国复杂的环境下，塑造功能复合、尺度宜人、充满活力的优质城市空间。

Abstract：

By reviewing the process of urban design of Binhai cultural center in Tianjin, this paper thoroughly analyzes the disadvantages and limits of the construction idea, management mode about the public cultural facilities under the current government system in China; tries to contribute new ideas and better city form of the public cultural facilities by combining advanced international experience with local conditions. We hope to make the public space with mixed usage, pleasant scale, urban vitality and diversity in the complex context of China nowadays.
