摘　要：

本文回顾了基于乡村—城市关系的欧洲政策思想的发展，也介绍了一些对于政策和管理概念之间存在明显差距的反思。另一方面许多人认为欧洲地域的（经济和社会）空间组织正在改变，这种改变方式也是本文讨论的内容之一。

Abstract：

This paper reviews the development of ideas about European policies building on rural-urban relationships. It also presents some reflections on the apparent gap between policy and governance concepts and the way in which many would argue that the （economic and social） spatial organisation of the European territory is changing.
