Planning is a social product, thus community participation is a crucial dimension of social will. This paper focuses on the evolution of spatial planning, the shaping and practice of community participation in professional planning process, and their social conditions within the historical and political context of Taiwan. Moreover, the author tries to examine the roles and the processes of the local community participation in spatial planning in different historical periods. This paper also introduces the ongoing rehabitation planning of indigenous Amis Xizhou tribe in Taipei metropolitan region to reveal the role of local people in community participating and spatial planning. |
