摘　要：

随着新型城镇化阶段我国各级政府的工作重心由经济建设逐步转向社会关怀，公共服务供给的优劣程度成为影响城市生活质量的重要因素。鉴于“政策引导”与“考核约束”在中国社会管理体系中的重要地位，本文从立法、财政保障、人群统筹、政社合作、层级体系五个方面对先进国家或地区政策内容进行梳理，阐述其对我国基本公共服务政策制定的启示；针对政策体系中空间思维及方法的缺失，构建空间公平与效率的评价模式，依托ArcGIS 运算平台，运用时间成本可达性与空间自相关运算方法，结合南京实证区的公共服务设施布点的空间公平与效率进行分析与评价，初步提出促进“政策落地、争先作为”的政府绩效考核框架，强调规划师在这个领域中有待凸显的重要作用。

Abstract：

Along with the new stage of urbanization in our country, the central work of government at all levels gradually turned from economic construction to social care, the degree of public service supply has become the important factor which affect the quality of city life. In view of the important position of “policy guidance“ and “assessment constraint“ in China‘s social management system, by combing five aspects of policy content from advanced countries or regions in the world, including legislation, financial supply, population as a whole, government and society cooperation, hierarchy system, this paper illustrates the enlightenment of basic public
service to our country’s policy making. As for the lack of spatial thinking and method in the policy system, this paper constructs the evaluation model of space fairness and efficiency. Based on ArcGIS operation platform, using time cost accessibility and spatial autocorrelation arithmetic method, it analyses and evaluates the space fairness and efficiency of public service facilities in Nanjing Empirical area, puts forward government performance
evaluation model to promote “policy spatialization, racing to act“ and emphasizes the important role of planner in this field remains to highlight.
